You are right when you said that instrumentation engineers will need to work on the outskirts. But that should not be the deciding factor for you for not taking engineering at all. If you want to work in the cities what can be done is you can get experience for a few years and then enter the designing aspect of instrumentation engineering. Also engineering has a lot of other options. You can read about them as well.
