One can apply for a visa, if an educational institution has accepted them to pursue full time or part time studies in Singapore.
Student’s Pass should be applied for at the Immigration & Checkpoints Authority (ICA) within 2 weeks on receiving the Letter of Acceptance from the University.

Submit the Student Pass to the ICA least 2 months before the commencement date of the course

Note: For a citizen of China, the applicant is required to submit Student's Pass application through the Singapore Embassy in Beijing

Documents:
Form 16, Form V36 and Form V39S duly completed and signed by applicant and local sponsor at    the relevant sections. Add two copies of the same
• 2 recent passport-sized photographs
• Applicant’s Official Birth Certificate
• Academic certificates and result transcripts
•  Copies of personal particular pages of applicant’s passport
